ISULAN, Sultan Kudarat — For quite a long time silence has now broke out on the part of P/Supt. Teng Tocao, OIC-Sultan Kudarat Police Provincial Director on some articles and comments against his command on the past series of killings that transpired in his area of responsibility more particular the shooting incidents in the towns of Isulan, Esperanza and in the City of Tacurong.
In a press conference with some local media practitioners, Tocao pointed out that the victims of these shooting incidents were even mostly his relatives and he is said to be aware that such was part of the ongoing “rido” and other past politically related matters.
These he said are the “spill over” where the suspects and the victims met in the area on confident of the existing peace and order but both were ready and the next event transpired.
It is also sad to say he said that these killings remain a file and unsolved due to lack of interest on the part of the victims family, no witness will testify and the fact that these suspects are being coddled in the lairs of these armed groups in Maguindanao.
When the OIC was asked on the status of the shooting and killing of Peter Peralta and his son last May 13, 2010 right at the facade of the Capitol Building; Tocao passed on the answer to Sr Insp Condesa of the Provincial CIDG and accordingly the case was being readied but the family of the victims seems to have lost interest as no one had signed the complaint affidavit which will be filed in court.
Besides Condesa had mentioned two names who are all at large as suspects of the killings.
Related to such; a family of the victims who refused to be identified clearly said “Wala naman kaming tiwala sa kinalabasan ng kaso dahil puro man kasinungalingan ito at alam namin na nahuli ang mga pumatay subalit pinakawalan ng PNP at malinaw na ang utak ditto.”
Also in the past. Chief Supt Felicisimo Khu PRO-12 Regional Director had expressed before the media on the proper procedure on the case mentioned as the alleged suspects were not even made to have their fingerprints and pictures taken which is said to be the normal and usual procedure before any release will be done to any apprehended suspect/s.
